Evaluation of UNICEF Preschool Education (PSE) Policy in Serbia

KonTerra successfully concluded an evaluation of national Preschool Education (PSE) reform initiatives in Serbia between 2012 and 2022. The evaluation covered the entire spectrum of the PSE reform, with a primary focus on coverage, quality, and equity. Recommendations were put forth as a result of the evaluation.

The evaluation concluded that the PSE reform in Serbia has effectively engaged in participatory processes and evidence-based development, democratizing public consultations. However, pandemic-related delays and funding shortages persist, requiring ongoing commitment and collaboration to ensure sustainability and address remaining challenges such as capacity limitations and funding discrepancies.

It was advised that investment in data-driven approaches and evidence generation continue to inform resource allocation and program diversification, particularly focusing on infrastructure development in regions and municipalities.
